A Câmara Municipal de Manaus (CMM) aprovou nesta terça-feira (25), o projeto de lei que autoriza o prefeito David Almeida (Avante) a obter um empréstimo de R$ 2,5 bilhões junto a instituições financeiras nacionais. A votação foi marcada por polêmicas e mobilização nas redes sociais. O projeto foi aprovado com 30 votos favoráveis, 10 contrários e 1 ausência, segundo informações do vereador Rodrigo Guedes.
O projeto foi votado na tarde desta terça-feira (25), em uma sessão fora do padrão da casa legislativa, onde as deliberações normalmente ocorrem às segundas e quartas, enquanto terças são reservadas para discursos no grande expediente.
Conforme o projeto de lei, o empréstimo será contratado junto a instituições financeiras nacionais, com garantia da União, e poderá ser utilizado ao longo da gestão de 2025 a 2028, dependendo da definição futura.
A votação ocorreu em plenário após duas sessões de debate na Comissão de Constituição e Justiça da Câmara, na manhã desta terça-feira.
O pedido de empréstimo foi aprovado por maioria simples, com 30 votos a favor e 10 contrários.
Segundo o presidente da CMM, David Reis (Avante), a aprovação do empréstimo é essencial para viabilizar investimentos estratégicos na capital.
Votaram contrário ao Projeto de lei, os vereadores Rodrigo Guedes (PP), Ivo Neto (PMB), Paulo Tyrone (PMB), Rodrigo Sá (PP), Diego Afonso (União), Raiff Matos (PL), Coronel Rosses (PL), Sargento Salazar (PL), Capitão Carpê, Thayssa Lippy (PRD) .
O vereador Rodrigo Guedes (PP), que já fazi parte da oposição do prefeito na legislatura passada, criticou o alto valor do empréstimo. “O prefeito quer endividar Manaus. Isso é quase 40% de todo o orçamento de Manaus”, criticou Guedes
Do mesmo partido que Guedes, o vereador Rodrigo Sá disse que o prefeito diz que quem vota contra o empréstimo, vota contra os progressos de Manaus, mas que não é verdade. “Nós não estamos contra a cidade de Manaus, pelo contrário, estamos ao lado do povo. Nós vamos na rua e sentimos a dor da população”, afirmou Rodrigo Sá
Da base do prefeito, Gilmar Nascimento (Avante), explicou que o empréstimo não é surpresa, pois o prefeito já havia anunciado em entrevistas anteriores sobre essa necessidade. Ele também destacou que no momento em que Manaus sofre com as chuvas, o PL tem maior relevância.
O vereador Rodrigo Guedes colocou um requerimento para prorrogar a votação, mas foi negado por maioria dos votos.
